How to Verify an LED Certificate Number

Verify LED certificate numbers before you pay: check UL, ETL, ENEC and BIS registrations in issuer databases, and validate CE through its document chain.

Verifying an LED certificate number is two mechanical steps: look the number up where the issuer says certificates live, then confirm the returned record matches the company, the model and the product you are actually buying. The part most buyers get wrong is not the lookup — it is skipping the fields they need to record first, or stopping at a record that looks close but does not cover their exact product.

This guide is written for procurement teams, distributors and integrators who source LED lighting across markets and need to tell a certificate that will survive a customs check, an inspection or a warranty claim from one that will not. What an LED certificate number can and cannot prove

Every certificate number — a UL file number, an ETL control number, an ENEC licence reference, a BIS R-number — is an index key. It points to a record held by the organisation that issued the certificate. The number itself proves nothing; the record it retrieves proves something. That is why the first question is never "does this number look right?" but "which kind of mark is this, and where does the issuer keep the records?"

Marks fall into two families, and each has a different verification path:

The distinction matters because buyers routinely try to "look up" a CE number the way they look up a UL file number, and find nothing — then wrongly conclude the supplier is fraudulent. CE is a manufacturer's self-declaration; there is no EU registry of CE certificates to search. The verification path for self-declared marks is documents, not a database. By contrast, a UL or ENEC claim without a database record is almost certainly fabricated, because those bodies publish their records.

Write down these six fields before you search

Before you touch a search box, copy six fields from the certificate PDF onto a note. Do this first because the lookup only works if you search on the right identifier, and the match only means something if you check it against the right fields. "The certificate is real" is not the question; "this certificate covers the product I am buying, from the company I am buying from" is.

A certificate number is an index key — the record it retrieves is what proves anything.

Verify certification-body marks in the issuer's database

For marks issued by certification bodies, the verification path is a public database. Work through the table for the mark on your certificate, entering the identifier you recorded in field 1 of the field list.

  • UL (North America and global): UL Solutions publishes Product iQ, the searchable directory of UL-certified products and components. Search by the file number printed with the UL mark — UL file numbers for listed products often begin with an E followed by digits — or by company name, product type or model. Open the returned record and confirm: the company matches your supplier's legal entity, the product category code matches what you are buying, and your exact model or family appears in the record. A file number that returns "no results", or returns a different company, ends the check.
  • ETL (North America): Intertek, which issues ETL marks, keeps its own listing directory of certified products (Intertek directories); search the ETL control number from the mark and check the same three fields — holder, category, model.
  • CSA (Canada): CSA Group publishes a certified product listing on its site for the corresponding marks; the search returns the standard (for example CSA C22.2 series) and the listed models.
  • ENEC (Europe): ENEC is a third-party European safety mark operated by recognised certification bodies, and the ENEC certificate search covers licences across participating bodies. Licence references carry a country prefix (for example SE-ENEC-…) or a body/year sequence — search the reference as printed.
  • BIS / CRS (India): LED products sold into India under the Compulsory Registration Scheme carry a registration number in the form R- followed by eight digits — for example R-41220418, the CRS registration Pileds holds for its LED products against the Indian luminaire standard IS 10322. The Bureau of Indian Standards' CRS portal has a "search by R-number" function that returns the registration record and its status.
  • TÜV and other European bodies: TÜV Rheinland, DEKRA and other certification bodies run their own certificate search directories. If the certificate names a certification body, ask which directory it publishes and search there — a body that issues verifiable certificates gives you the tool to verify them.

One rule applies across all of them: search the issuer's database, not Google. A Google hit for the company name or number is not evidence — anyone can publish a page that mentions a certificate number. The issuer's own record is the only evidence that counts, and certification bodies design their records to be checked.

Verify self-declared marks through the document chain

CE, UKCA and RoHS are not issued by a certification body, so there is no number to look up in a central registry. This surprises buyers every time. The European Commission's CE marking guidance is explicit: CE marking is the manufacturer's declaration that the product meets the applicable EU directives. What you verify instead is a document chain with three links:

  1. The Declaration of Conformity (DoC). A signed document naming the product, the directives applied (for LED lighting typically the Low Voltage, EMC and RoHS directives) and the standards used. It must reference your product type — a one-page "all our products comply" sheet is not a DoC.
  2. The test reports. Ask which ISO/IEC 17025-accredited laboratory ran the tests and for the report number and scope. For LED lighting the reports should cite the relevant standards — safety under the EN 60598 series for luminaires, emissions and immunity under EN 55015 and EN 61547.   3. The notified-body number, when present. Some CE certificates carry a four-digit notified-body number under the mark. If yours does, the body should appear in the EU's notified bodies list, which links the NANDO database — confirm the body exists and is notified for the directives on your certificate. If no notified-body number is present, that is normal for many self-declared product categories; it does not by itself make the certificate fake, but it raises the importance of the test reports in link 2.

RoHS is part of the same chain — restricted-substance compliance under Directive 2011/65/EU is demonstrated by a test report, not by a searchable "RoHS number". And for products going to Great Britain, check current UK requirements on the government's UKCA marking guidance before assuming which mark your shipment must carry — the UK has continued to accept CE marking for most goods, but the rules are product-specific and change, so verify against the live guidance rather than a blog post.

For CE, UKCA and RoHS there is no central registry — the test report behind the declaration is the evidence.

Eight signs the certificate is recycled, altered or out of scope

Whatever the mark, these patterns should end the conversation or trigger a written follow-up:

  1. The number does not exist in the issuer's database — the strongest red flag there is for a certification-body mark.
  2. The database record names a different company — a certificate borrowed from another manufacturer, sometimes another factory in the same group.
  3. The model on the certificate does not match the model quoted — a certificate for a related strip, or an older generation, presented as coverage for yours.
  4. The certificate is expired or withdrawn — check the status field, not just the issue date.
  5. No number at all — a decorative "certificate" with logos and no identifier cannot be checked and should not be accepted.
  6. The issuing lab cannot be identified — for test reports, the laboratory should be a named, ISO/IEC 17025-accredited body you can contact; a made-up lab name fails this immediately.
  7. The holder is a trader, not the factory — a certificate in a trading company's name does not cover a product manufactured by an unnamed factory elsewhere.
  8. The document is a screenshot or photo of a certificate — PDFs are easily edited; always ask for the original file and verify it against the issuer's record, never against the visual.

Match the certificate to the product, the label and the PO

A record that exists and belongs to the right company still needs to cover the right product. Three scope traps cause most of the "the certificate checked out, but the shipment failed" stories:

  • Component certification is not product certification. A UL-recognised component (the LED driver, say) does not certify the luminaire or strip kit built around it. Check that the certification covers the finished product you are buying, not just one part inside it.
  • Family certificates cover defined configurations. A certificate listing a product family often covers specific models and ratings — wattage, voltage, CCT options, IP variants. Match every suffix of the model number against the record; a suffix outside the listed range is not covered, no matter how similar the product looks.
  • The holder must be the entity you contract with. If the certificate names a brand or an OEM customer rather than the manufacturing entity, ask how the documentation chain connects to the company on your order. Buying through a trader whose certificate names an upstream factory is workable, but it changes who you can hold accountable — the same risk we cover in our guide to distributor and reseller terms.

Close the loop physically: when goods arrive, check that the label on the product carries the same mark and identifier as the certificate, and that the model on the label matches the model on your purchase order. This takes two minutes at incoming inspection and catches the most common substitution — a certified sample quoted, an uncertified bulk product delivered.

End with the physical check: the mark and model on the label must match the certificate and the purchase order.

A 10-minute workflow to verify LED certificate numbers for procurement

Run this in order every time a supplier sends a certificate. Ten minutes, no specialist tools:

  1. Record the six fields from the certificate (number, holder, model, standard, issuer, dates).
  2. Classify the mark — certification-body mark or self-declared mark.
  3. For a certification-body mark, search the issuer's own database (Product iQ, Intertek, ENEC search, BIS CRS, or the body's own directory) by the identifier you recorded.
  4. For a self-declared mark, ask for the DoC plus the ISO/IEC 17025 test report with report number and standards cited; check any notified-body number against the EU's notified bodies list.
  5. Verify the returned record against your six fields — holder name, model coverage, standard, status.
  6. Check the physical product against the label at incoming inspection.
